A Traffic Regulation Order (TRO) is a legal order. It allows the Highway Authority (Kent County Council) to regulate the speed, movement and parking of vehicles under the Road Traffic Regulation Act 1984.
In Kent, moving Traffic Orders are enforced by the police and parking restrictions are enforced by local councils.
New orders normally take on average between nine and 12 months to come into force. To ensure new orders are created as efficiently as possible, proposals are normally grouped together into one order and processed all at the same time.
All proposed orders go out to consultation. Anyone can object to or support an order during the consulation.
After the consultation has ended, the results and any feedback will be looked at by the Joint Transportation Board, a cross party advisory panel of Councillors. They'll make their recommendations in a report to Kent County Council's Cabinet Member for Planning, Highways, Transport and Waste, who will decide whether to approve the proposed order or not.
If it's approved it'll then come into force from the date stated in the order. It could also be amended, going out to consultation again or it could be rejected.
